A federal court's refusal to reconsider its decision that tossed out a U.S. EPA program for air pollution that drifts across state lines has regulators and advocates for industry and environmental groups scratching their heads. The U.S. Court of Appeals for the District of Columbia Circuit declined yesterday to grant a full-panel rehearing of a case challenging EPA's Cross-State Air Pollution Rule, or CSAPR.
